How does the rating name works in the actual rating?

Summary: How can I determine the range of the rating that displays in the rating name? If you can see in the screenshot, 3.49 is Achieved when it turns to 3.53 it became Overachieved which is not correct. Does anyone here has an idea? Thank you.
