Is there a way to limit worker access to Anytime Feedback?

Request from business to have Anytime Feedback only available to Manager/HRBP role

Content (required):

We are looking to start using Anytime Feedback but the request from the business is to only allow Managers to see/submit anytime feedback and not the worker. We did not see any Anytime Feedback permissions when looking at security and we can not remove the View/Request Feedback permissions from the worker because we need this access for the worker to complete Goal/Requested Feedback.

Appreciate any suggestions on how we can achieve this.
