Benefit Plan showing under Program Hierarchy as Inactive, even though the Benefit Plan is Active

Summary:

I have created a new Benefit Plan with eff date of 11/1/22 and added the same to Program level with eff date of 11/1/22. Later with the 11/1/22 session effective date, I have marked the Benefit Plan as "Pending" as it is already visible to users. Now I could not see the Benefit Plan at all available to mark as "Active" under Program. But the same Benefit Plan is visible under the Benefit Plan.
