Cancel and Delete buttons are not available for both employee and manager on goals management?

Cancel and Delete buttons are not available for both employee and manager on goals management?
Managers and employees can't cancel or delete any goal, also I tried to make cancel and delete actions visible through a sandbox using (Page composer), however I could not find the actions to make them visible?
