How to migrate performance overall rating value when manual section rating is not enabled

Summary:

We have a requirement to update or recalculate an overall rating for a completed performance document in mass due to changes in the goals. So when we try to migrate the overall rating, we are facing a load error that says: "Either ratings aren't enabled for the section or the role isn't configured to provide ratings".

Just to provide you with more information, we have a performance template where the manual section rating check box is not enabled for sections (Performance Goal & Overall Summary). Since as per the below document it needs to be enabled to take full advantage of the loading.
