Can we set the address elements as an independent LOVs in the job application?

Current address element LOV is set as dependent and provides a poor candidate experience. We want to make this independent LOVs for address elements
Content (required):
We noticed in the job application that a candidate must enter their address in the order of display sequence for other lower subsequent address fields to populate any information. This process provides a poor candidate experience, especially for international candidates who may want to auto populate their address using their postal code. Another example in the US are certain candidates not aware the county they belong in, especially if living in a major city, but still having to enter the correct county for them to view the correct city and other values that follow.
