Manager not receiving notification when employee's document is deleted by the HR

Hi experts,

Please help.

The Talent  Notifications are set so that Employee and Manager should receive notifications when the HR deletes the Performance Document of the employee.

The Manager isn't getting the notification upon deletion of the document. However, Manager is getting the notification upon cancellation of the document. The employee is getting the notification for both the cancellation and deletion of the document.

What could be happening?

Just to add the BPM Worklist notification setting is All.
