Publish Year end review Document

Summary: Need help in publish year end document for recent hires

Content (required): We have published the year-end review document for our customer effective 3rd Oct. Now our customer wanted to have this document published to all the new hired from 4th Oct to till date. When we think of running the eligibility batch process, employees who had the Global transfer might get another year end document (Incase HR didn't transfer the document properly) in their new assignment. Is there a way where we can publish the document in bulk without doing it manually?
