Need to transfer performance document to those who have a "Specialist role"

Our client has a regulatory requirement ( 22 D ) , where

a specific performance document (post appraisal and hence Line Manager not needed) , when submitted by the employee is to be submitted to those who have the "Specialist " security role . This is a group of 5 members and any one in the group can pick this document to close out the comments.

Our current solution is to have the admin "transfer " this document to one of the chosen 5 members ( by name ) after the employee has submitted and this has gone to the Line Manager ( as delivered ).

Hence two questions

Q1 --Is there a way we can have the employee submit this document directly to the " group " who have the "specialist" role
