How to determine qualitative and quantitative goals?

Summary: There is a lookup available in goals which is Goal Measurement Type. I am wondering where can I see this in Responsive UI. I already checked in Sandbox via Design Studio, but I cannot see it. Is there anyone here who knows how to enable it?
