Compensation and Talent have conflicting eligibility requirements

We have a situation where there is a large population of employees who are not supposed to be included in the company's performance rating process, however, they are eligible for comp increases. The comp side is requiring a performance document for eligibility. What is the most minimal performance document that can be created, and can it be mass closed on behalf of an EE? looking for creative solutions.
