Entered Rates do not get reflected upon Submitting the plan

Our Client has a plan where the coverage needs to get entered by the Employee and then the Ben admin will enter the rates.

Therefore the coverage for the plan would be a flat range and the rate was a Flat amount where the Participant can enter the value.

The problem is that once the rates are entered and then submitted , then the values disappear and it shows as blank . The final rate calculation which shows the rates entered for this plan before the submission,but post submission, the values arent calculated.

Is there a way to achieve it. The worst part is that the value entered stays at times but when we unprocess and reprocess it doesnt work as intended.
