EL Expression to Make Overall Comment Conditionally Mandatory Based on Role

If Manager's manual Rating in Overall Summary section is different than the Manager Calculated Rating in Goals Summary section, we want the Overall Comment box to become mandatory. Please share the EL expression for that?

If the value in Manager Rating in Overall summary section is now different, we want this Manager Comment field to become mandatory:
As the Rating captured here in Overall section is different from the Calculated Rating in Goals section, Comment field should become mandatory:
