Need to add Person management for Compensation Admin role.

Good day!
For our Compensations admin custom admin role , we need to add the person management under the My Client Group.
and I have added the privileges , and I can see the person management, but even after running all the necessary process, I can't see any employees under person management.
Privileges are below, which I have added.
>Manage Person Work Area
>Manage Person Disability by HR
But still, I can't find any employees.
