Employee Should be Able to View Participant Name (Matrix Manager) in Self Evaluation

Summary:

The Matrix Manager is automatically configured as the Participant. However, the Employee is unable to view the Participant Details in Self Evaluation. How can we display this?

Content (required):

The Employee must be able to view the Participant Name while doing Self Evaluation when navigated to: Me - Career and Performance - Performance - Review Period and Performance Document landing page (screenshot below) or even anywhere else while on the Self Evaluation. However, the Employee should not be able to view the Rating and Comments added by Participant in the feedback until the Performance Document is released.

How can we achieve that?
