How to resolve Ben-990470 Error - The Processed Person might be lacking a payroll?

This seems to be time related as I tried the same life event with different Effective As-of-Date. I start getting the error from Dec 01, 2022. I have added Year Periods for 2024 but it did not help. Any advice on where I should look? There was not change to the Program/Plan configuration recently.

This is the error message:

The processed person might be lacking a payroll, on the effective date of processing. (BEN-990470)

Review the persons payroll for the processing date. The error occurred in the package ben_distribute_rates.get_periods_between. The participation process cant determine the persons payroll. Either define a payroll for the person, or change the periodicity and frequency values. If the person has no defined payroll, the communicated value must be either per year or per month.
