Can the new manager see previous year closed PD which was evaluated by old manager without transfer?

Summary:

Can the new manager see previous year closed documents which was evaluated by the old manager?

Here, in 2021 , Mid Year was evaluated and completed by old manager (manager A) and then later manager of employee got changed to new manager (Manager B).

Currently, when Manager B is viewing the performance documents, he can see only the documents evaluated by him, and unable to see the document of direct report which was evaluated by Manager A.


Is this the standard functionality?

Is there a way that new manager will be able to see the closed PD evaluated by old manager, without transferring the PD?
