Can the Submit button for the Manager Evaluation be disabled till a particular date?

Summary:

The Performance process flow is as follows:

1) Set Goals (both Employee and Manager can) --------Due date - 10th Dec 2022

2) Employee Self Evaluation -------- Due date - 15th Dec 2022

3) Manager evaluates employee ---------Due date - 11th Jan 2023

4) Employee Final Comments ------- Due date - 25th Jan 2023

5) Manager Final Comments -------- Due date - 31st Jan 2023

Is there a setting available wherein Manager can be PREVENTED (step 3) from submitting their evaluation before 11th Jan 2023? Can the "Submit" button for Manager evaluation be disabled till 11th Jan 2023?
