How can a Team Lead (not a line manager in system) perform Performance Evaluation?

Summary:

Our client has a requirement. An Employee reports to a Manager in the system. However for the purpose of Appraisal it makes sense that the Team Lead evaluate the employee.

The issue is that the Team Lead isn't a Line Manager in the system (has no direct reports). So transferring the document to him wouldn't help as he wouldn't be able to access the document.


Can we allow/enable a Team Lead who isn't a Line Manager to perform Performance Evaluation as Manager?

The option to make him the Manager is the system is ruled out as there are other modules (payroll, Core HR) which would get jeopardized.
