Control Multiple records in personal Contribution

How can we validate transaction which has not been saved or stop multiple transaction which are saved in cache through profile.

Content (required):

In ICP, we have a validation formula through we can check the transaction. However, this validation only fire when transaction is summited. However, when user enter same transaction on same date which is not yet summited then system is allowed which is the bug cause multiple transaction are summited with same information and validation formula is useless in this even to validate transaction.

Is there any way to validation the transaction are stored in cache or can we stop more then one transaction not to be stored in cache through profile option.
