2nd Level Approver Transactions Failing

Summary: Hello -- we are experiencing issues with the 2nd level approver transactions failing. Through research and testing we discovered it seems to be related to certain special characters, most often from the use of a hyphen. We have been reverting the performance appraisal back to the self-assessment, researching for the special character errors, correcting them, and re-routing. This does not happen every time a hyphen is used, but we've probably 10-15 issues where the transaction has failed.
