How to define the dependent eligibility using the eligibility profile for an Option?

We have a benefit Plan and have 8 options within it. Dependents within 65 age can be enrolled within the first 6 options, whereas dependents over 65 age can be enrolled within the next 2 options. As we know we cannot create Dependent eligibility profile within an Option, so I created the Participant eligibility profile accordingly, created rates and as well created the Variable rates. But, the last 2 options still does not show the dependents over 65 at all, though i have added a parent who is more than 70 years. How do we achieve this? Please help.
