How to create ORC specific Gender lookups not linked to Core HR

Is it possible to create ORC specific Gender lookups that is not linked to Core HR?

We have a requirement where each country must be presented with a selected list of options to select from the Gender field within a job application. As I understand it, the **** lookup type, which is part of the HR module, is what drives this change. The issue though is that the **** lookup type changes the value for the Gender field on the job application in ORC and on the Personal Details – Demographic Info section as part of the employee self-service page when entering in Gender.
