'Goal Doesn't exist error' when moving performance document to next step

In our organization, hundreds of managers have reported that they have faced the error 'The goal doesn't exist. Verify the name of the goal and try again.(HRG-3120032)'. Admins too face this error when they try to move the performance document to the next step.

According to Oracle, this error is due to data integrity issues in the performance module. They have asked to run 'Performance Data Integrity Check' in preview mode to identify these issues, and in update mode to fix them.
