What is the best way to transfer performance goals to the new assignment?

In our organization, global transfers are typically done by using hdl. Performance team then identifies the individuals who have the performance document in their inactive assignment. For such employees, both performance documents and performance goals are transferred to the new assignment using PerfDocUpdate.dat hdl.

This approach worked fine last evaluation period. But this evaluation period, we scheduled goal plan assignment process to run on weekly basis to the eligible population. So when system tries to transfer the goals using PerfDocUpdate.dat, it transfers the performance document but not the goals because the goal plan has already been assigned to those individuals(as per Oracle, PerfDocUpdate.dat moves the whole goal plan to the new assignment).
