Move enrollment from one program to another program

Summary:

We have one program which has "Medical Plan" where the employee chooses dependents and based on the dependents selected, the rate is calculated.

We have another program where we have 3 plans: Life Insurance plan, Other benefits and Medical Plan as well.

We have 2 enrollment cycles. In cycle 1, the employees will be enrolling in medical plan.

In cycle 2, they enroll in other plans (life & other) + the enrollments done in cycle 1 should be copied into cycle 2.

I have defined one plan for "medical plan" and I'm using the same in both the programs and in cycle 2 program, I have set the enrollment to automatic as below but when I process the life event for cycle 2, the enrollments for medical (cycle 1) are not getting copied into cycle2. This is a very critical requirement for the customer. Please guide how to achieve it.
