EXP - User cannot create Spend Authorization

Summary:

User cannot create Spend Authorization - they do not have an option to select the Spend Authorizations within the Expenses module (as per screenshot)

Content (required):

Security is the same within two environments for the user (Production & Test encvironments), and they have access to the rest of the expenses module (Cash Advances, Expense Claims, etc.), however only this user does NOT have access to spend authorisations. This was tried in both environments mentioned before, with 4 different browsers (and computers), and the user is still not able to view this option. Can someone please assist in why this could take place for only one user?
