How to delete a goal that was created by an old manager

Is there a way to delete a goal from a goal plan if an employee's old manager created the goal without that manager having to delete it

Content

If an employee transfers to a new manager, how can that goal be deleted?  We are in the middle of our mid-year performance process and an employee tried to remove a goal that was created by her old manager but received an error saying that she couldn't remove the goal because it was created by someone else.  As an admin, I am unable to delete the goal because it is currently tied to the performance form, so what is another way that I can remove the goal from the goal plan as well as the performance review?
