Can we make "set Next Period Goal" Mandatory

Hello All,

I have a requirement to make "Set Next Period Goal" a mandatory task in Performance Document. As I know it's an optional task and can be updated or changed at any point of time during the evaluation cycle. Still, wanted to check with experts if there is any way to make it mandatory.
