Performance Email Notification Not Going Out to All Eligible Employees

We assigned performance document through eligibility batch process to all eligible employees. After the document is assigned, we selected "Send Email Notification" in Performance Document to send the "FYI: Performance Notification Upcoming Performance Review" email to eligible employees. We tested and found out that only a limited number of eligible employees received the email notification.

Is there a limit for outbound emails in Performance management? Is there a way to change the limit or configure the system to ensure all eligible employees receive the email notification?

Checked profile option HRA_SEND_EMAIL_POPULATION_LIMIT and confirmed that the value is set to -1.
