value set size is not sufficient,got a requirement to display a disclaimer paragraph one segment

Summary: I got a requirement to display a disclaimer kind of Paragraph for one of my segment i am using for a custom field for my custom DoR, I am not finding a suitable solution to meet this requirement, Tried adding that paragraph to prompt or to a min/max field of the value set however the size is not sufficient, does any one of you have come across any such requirement or do you feel any workaround to meet this requirement, Can you please share your suggestions on this issue
