Need user account create automatically when the person is hired

Content (required):

Hi Team,

I have an issue, In my system when ever the person is hired automatically the user account gets created but from last two months some of the persons are hired but user account has not created and the user name shows as IN progress.

And below are the steps that I do

  1. I have check in the "Manage Enterprise HCM information" task there they have mention User Account Creation is "Both person and party users". So, it is fine
  2. And I have checked with my HR how the persons is hired i.e. manually or HDL. If we hired through HDL there we have a column called "GeneratedUserACcountFlag" if we set as "N", then the user account not created. But this is also not as issue.
