Unlock the entities in the past in order to run translate rule for unlocked entities

Why we have to unlock the entities in past period in order to run consolidate/translate rules for unlocked entities?

While running consolidate/translate rule of FY22, there is an error which says :"A method called by the script failed on line: 8, with error: Translation cannot be performed. Prior Year FY21,Actual data must be translated first before translating Entity Main Consol Holding for FY22,Actual".

Content (required):

In order to lock entities, the data status should be always OK; Consolidate/Translate should run successfully. And hence when entities were locked in FY21, there was OK Data status for each entity. Currently, entity's status is
