Journey/Checklist notifications do not trigger based on assigning a Checklist (Journey) via HDL

Summary: The only way that alert notifications are triggered, whether the processing mode is Alert based or BI Publisher, is when Assigning the Journey (checklist) via the Allocate Checklist UI and not via HDL.

We assign journeys via HDL since we have a population of over 3,000. I understand from this note, Why No BPM Or Worklist Notifications Are Sent When Allocated Checklists Are Uploaded Using HDL (Doc ID 2480906.1) that the expectation should be that no notifications are triggered via HDL. However, is there any workaround to trigger the notification using Events or Actions?


Content (required): I have tried using the Alert based notification as well as BI Publisher and neither works. We have All Notifications set up under Notification Administration in our test pod.
