Notification issue

Summary:

Hi Team,

We have enabled the Talent Notifications for the below 4 scenarios:

1. Manager creates a goal
2. Manager updates a goal
3. Worker created a goal
4. Worker updates a goal

Then when manager add/updates goal plan for the employee, the FYI notification is triggered to the employee.

But when the employee add/updates the goal plan, manager is not getting the FYI notification until the employee click on Share button.

Kindly advise on this.
