Workforce Compenstion - Including Open Positions as part of Workforce Compensation Planning

During Compensation Planning, is it possible to include a open position in the worksheet or consider it for budget planning to hold some budget for that position.

Content (required):

In Workforce Compensation, when we are planning for budgeting and allocations only employees will be available in the worksheet and budget/allocation amount will be managed against employees. Let's assume there is a open position which needs to be included in budget and compensation planning to reserve some amount for future hire. Is it possible to handle this scenario in Workforce Compensation ? Please let me know your suggestions, if you have came across this business requirement.
