Propose new salary button is not visible

Propose new salary button is not visible for the custom role

Hello Experts,
We are using custom role which gives access all pages under My Client Group -->Manage Person-->Compensation.
However, the Propose new salary button is not visible under Change Salary Page (My Client Group -->Manage Person-->Compensation--> Change Salary ).
My custom role has following roles and privileges as suggested in one of other post (https://community.oracle.com/customerconnect/discussion/522588/how-to-access-the-propose-new-salary-button)
Could you please review the roles and privilages and your suggestion to resolve the issue.
