Power Users unable to update Tax Automation Domicile Rules

Has anyone else run into this issue?
As a Power User, you have access to create tax automations, however for Tax Automation - Domicile Rules, once you save the data and consolidate the data, it does not flow through to the current provision.

When a Power User tries to update Tax Automation, the following issues occur:
Global Rules - Does not work unless you provide permission to power users to the "Tax Automation Global Save Rule".
Domicile Rules - Does not work. I believe it is due to the fact that Power Users do not have access to the "Tax Automation Save Rule"
