Error while trying to save Performance document

Summary:

You can't select the available to use option for document periods when you configure the template to populate with worker goals and no valid goal plan exists. (HRA-960383)

You must deselect the available to use option for the following performance document periods until a valid goal plan using the same review period and document type exists: RTOC PROJECT EVALUATION.
