Two stages in Approval WF are not working simultaneously

Hi Everyone,

I have these two approval stages active and both are having rules in it. But if my AP invoice met with a condition in stage 2, then only workflow is getting triggered. If Invoice met with condition only in stage 1, workflow is not getting triggered. Please not whatever rule I have in stage 2, to make it mutually exclusive I have added a negative condition for that in Stage 1. Please share if there is anything else is needed in order to make both of these stages work simultaneously.
