Difference between Reopen and Restore Performance Document

Can you explain the different functionality and scenarios as to when to use Reopen verse Restore a Performance Document

Hi All-

We are working through the Performance Review process and we are unclear as to what the difference is between Reopen and Restore the Performance Document.  We have tested out both options and have found that when we cancel a performance document we can Reopen it.  Second scenario that when we complete and cancel a document we can both Restore and Reopen a document.  In what scenario would I need to use Restore?  Why wouldn't I always just use Reopen?  Does Restore give me additional functionality that I am not aware of?  Please help us understand why there are 2 options.
