How to upload supporting documents in a plan

Summary:

I have uploaded documents in Addition Configuration section of the plan like below:


But when the plan is published, the document is not available for the employee to view. Please let me know if I'm missing some steps. Expectation is that the administrator needs to upload supporting policies / videos as attachment in the plan. The employee should be able to view these attachments while enrolling.
