Why would rulesets that are set to be ignored have active rules that appear to be triggered?

Inactive Rulesets seem to be running rules

We have rulesets that are inactive/set to be ignored that have active rules in them. It appears that this is an Oracle default with these rules already existing. If you inactivate/delete these rules in inactive rulesets, workflow will throw an error. Has Anyone else experienced anything similar?
