You can't save your allocations for the Additional component because you don't have a budget issued

You can't save your allocations for the Additional component because you don't have a budget issued yet. (CMP-1005837)
Content (required):
I have two components sharing budget pool. The budget method is worker level budgeting.
When I award compensation for one of the two components I get this error message for the secondary component.
The component defined as primary component for budgeting is alright and I can award compensation and save the changes.
Any suggestion on where I might be going wrong please?
