Need to ask for County? Order of address on application not logical

New Oracle Recruiting client here. We want to improve the logical flow of how a candidate enters their address when they apply:

Content (required):

The order of applying is not logical. In the US, it asks for Country, then County, then address line 1, address line 2, then City, then State, then Zip Code. This does not make sense as entering the County (not country, but COUNTY) is not a logical thing when a candidate enters their address. Is there a way to change the order so that a candidate can enter their ZIP CODE earlier, which will then populate the City, State and County?
