Is it possible to add fixed charges to to a work order in Service Logistics via the REST API

When I try and create the same fixed charges via the REST API, I get the error “ The value of the attribute InventoryItemId isn't valid”.

I have configured the Managed Charges, as per the documentation, such that I can manually create Fixed Charges against a Work Order in Service Logistics. When I try and create the same fixed charges via the REST API, I get the following error “ The value of the attribute InventoryItemId isn't valid”, even when I am using the same InventoryItemId that was used when the charges were created manually. 

Has anyone encounter this issue before?
