What is the way to remove all old workforce compensation plans from the Administration Reports drop-down list?

Some out-dated plans seem to be removed when setting them to a closed status and marking them as inactive but some still exist on the list. In all cases, the plan cycle dates have all passed. What are the data points that control display on this drop down for administrators?
