Client Requirement:

When a Global Transfer transaction occurs in HR, the system automatically generates a Global Transfer Life Event.  Their current collapsing configuration rules always defaults to a winning life event in which they can make enrollment changes which is not allowed in some instances based upon a custom benefit group value on their assignment.
