Unable to restrict goals update after appraisal

Hi Experts,
We are having Performance goals synced with a Performance Document. We need to restrict employees from updating their goals after the performance document is completed. But I don't see any configuration available to restrict it?
Has anyone worked on such requirement before? Please advise.
