Retro Absence entries show on 2 payslips if employee has prior TRU, SOE is correct

Summary: There are many scenarios that cause absence retro elements to process. If an employee has switched TRUs, the absence retro element shows in both payslips (for each TRU) if retro is processed, even though the retro absence element is only for one TRU. This is an issue when we are offsetting elements on employee's (retro error clean up, neg net TRU clean up, neg calc employee clean up), and causes our Payroll team to have to continuously roll back retro on employees. Our developers have said that the xml file shows the absence retro element on both TRUs.
